Angler news


From Dan Hoemeke and Gary Brauks — At the annual membership meeting, April 26, those present voted to limit crappie per day to 10. Fingerlings have been stocked last fall and again this spring. In order to allow the fish to grow to catch size, and sustain re-population, the daily bag limit was reduced from 15.


Fishermen are advised to only keep fish measuring 9 inches and above. Be mindful that larger, trophy fish are also the breeding population. More specific guidelines will appear on new signs at the marinas.


It was mentioned that when the lower gate goes in and is functional later this year, that should inhibit non members from depleting the fish population with no guidelines.  

 

Things happening around the lake

Following is reporting from the annual meeting:


Roads: The 1-mile-per-year plan will be getting on track again after two years. However, progress has been made on Skyline, pool area parking, and other patching and repairs. Dan Hoemeke explain that the cost of chip-and-seal (since the process involves petroleum) has nearly doubled since prior work estimates. The board will be considering how to proceed within budget from $60,000 prior estimate to now $100,000 for work.


Trapping: Thank you everyone for reporting sightings of critters on and in the water. Jamie has had trappers out three times over the winter months. They have bagged 8 otters, a muskrat and a beaver. The board decided to contract with a trapper to take care of the issue on a scheduled basis — a less expensive plan in the long run than individual calls.


Rainwater drainage issues: The board is working with an engineer and contractors to repair the parking lot area at the lodge using the road maintenance budget. In the process, water will be re-directed off the lot and West Forest Rd. to the previous drainage ditch running into the lake. The board will be voting on how to proceed, within the current budget,  at the May meeting.


Gate progress: The lower gate, after some revision, will see continued work in the near future. Thanks for your patience as details are worked out to get the gate in place. Then we will begin trying the security system out through the summer season, always with the open upper gate as backup as everyone tunes in.


SIDE NOTE: As soon as the gates go in, call your home insurance provider for a better rate for “gated community.”


Boat storage area: Plans are in the works to expand the current storage area for temporary storage of registered boats and trailers. Clearing and graveling will make the area about 1/3rd larger. Please be aware that the storage area is not for long-term storage of other sorts of vehicles, especially those with non-current or no registration identifications.

 

Water works news

Report from Mike Garlock at the membership meeting -- The Waste Water Treatment Facility should be completed by the end of summer. The financing equation has changed however, so the cost of the loan to build the facility has increased. In the short term the Public Water Supply District has some reserves now, but eventually rates will have to go up in 2 to 3 years.

Good news is, the booster station is near completion to maintain water pressure throughout the system.

PWSD advises all DO NOT PUT “FLUSHABLE” WIPES DOWN THE TOILET. The sewer system has recently required repair that uncovered an unfortunate clog involving wipes.

May 1, May Day — The Maypole dance on May Day is a ceremonial folk dance performed around a tall pole garlanded with greenery or flowers and often hung with ribbons that are woven into complex patterns by the dancers. It hails from ancient dances around a living tree as part of spring planting rites for growth and fertility.

It is also “Lei Day” in Hawaii. Leis are garlands or wreaths that are often made with native Hawaiian flowers such as plumeria. Nowadays, they are given as a symbol of greeting, farewell, affection, celebration, or honor, in the spirit of aloha.


May 5, Cinco de Mayo (“Fifth of May”) — This day celebrates victory of the Mexican army over Napolean’s  army at The Battle of Puebla, 1862.

So, why do we celebrate it in the United States? President Franklin Roosevelt's “Good Neighbor Policy” in 1933, intending to improve relations with Latin American countries, helped pave the way for Cinco de Mayo to become a national holiday. It wasn't until the 1980s that the holiday began to grow into the cultural and culinary eventa it is today.


May 11, Mother’s Day — Do you have something special planned to celebrate your mother and all mothers in your extended family?

Mother’s Day pioneers include Juliet Calhoun Blakely, a temperance activist who inspired a local Mother’s Day in Albion, Michigan, in the 1870s. Then the duo of Mary Towles Sasseen and Frank Hering both worked to organize a Mothers’ Day in the late 19th and early 20th centuries. Some have even called Hering “the father of Mothers’ Day.”


May 17, Armed Forces Day — Honors those who serve in all branches of the United States military. The day was established in 1949 to commemorate unification of all branches of the military under the Department of Defense immediately following WWII.


May 26, Memorial Day — A poignant reminder of the tenacity of life. It’s traditional to raise the flag on this day.

Monthly Public Water Supply District (PWSD) meeting. All are welcome.


From Randy Fuller -- As you may know, there are two openings on the PWSD board of directors. Requirement: You must have been a full-time lake resident for at least one year.

Board meetings are scheduled for 5 PM, 3rd Monday of each month. Meetings typically last about an hour.

Changes to association rules:


Solar installation: Only roof-mounted solar energy systems are permitted; ground-mounted solar panel systems are not allowed within Peaceful Valley Lake.


New fee schedule and policy for rules violations:


PVPOA is committed to maintaining a harmonious and well-maintained community for all residents. To uphold community standards and ensure the enjoyment and safety of all residents, the PVPOA has established a fee schedule for rule violations. This policy outlines the fees associated with various rule violations and the procedures for enforcing them.


II. Fee Schedule for Rule Violations:


A. Non-Compliance Fees:


   1. First Violation:Written Warning


   2. Second Violation: $50


   3. Third Violation:$250


   4. Subsequent Violations: Revocation of member privileges


III. Enforcement Process:


1. Notice of Violation: When a rule violation is observed or reported, the PVPOA will provide a written notice to the violator, specifying the nature of the violation and a reasonable time frame for compliance.


2. Opportunity to Cure: The violator will be given an opportunity to correct the violation within the specified time frame. If the violation is corrected within this period, no fees will be imposed.


3. Imposition of Fees: If the violation is not corrected within the specified time frame, the fees outlined in the fee schedule will be imposed.


4. Appeals Process: Residents have the right to appeal fee assessments. Details of the appeals process can be found at the end of this document.


IV. Collection of Fees: All fees imposed for rule violations will be added to the violator's PVPOA account and must be paid within 30 days of the assessment. Failure to pay these fees may result in additional enforcement actions, including legal action or a lien on the violator's property.


 

Ready for cruising? Seven marina slots were drawn out of a hat during the membership meeting: Winners are K. Knight, J. Kreilick, J. Barrens Sr., M. Spurgeon, R. Loeb, L. Whitside, and D. Gauzy. By the way, in the interest of waterside docking, maintenance and helpers have replaced the wood bumpers at the Lake Shore marina and dam. Woohoo!

The newsletter reaches 265 people through direct email, is available to anyone on the PVL website, and paper copies can be picked up at both gates and the Lodge.


Organized fun


Join the Wednesday dinner club 5:30 Wednesdays. The location changes each week. Randy Fuller (or friend) posts on Nextdoor by Wednesday evening where to be the following week. People decide where to meet drawing out of a "hat.” All invited!
